Logo/Change team name admin.

I was thinking about this in that when league admin is either not active for league or doesnt do changes to teams names then why not have a person whose only job in created leagues is to change a team name or a logo for a team or someone could just be assigned that job and do it for all the created leagues and even custom leagues that JDB made.
