The leagues are automatically generated ... a custom league will open when the existing ones are full. There are quite a bit of open spots in the custom leagues, obviously the standard leagues are more popular.

sounds like people if they want custom leagues to make a new league they need to start trying to add themselves to one that does exist so that new custom league gets made faster or that it becomes a reality.
