How To Balance A Coaching Salary Cap

When you fire, promote and hire coaches the AI won't proceed to follow up on some other hire. I know the coaches have a separate cap from the players. But when you get in the red,and it says: not enough cash flow does it mean you have to adjust on what you are willing to pay to balance the salary cap?
