when looking at players ratings. if they do not have blue out past the red will those ratings always stay at that score or will they advance at all?

Only blue can shift up. Once an attribute is full red it won't go up (though on rare occasions there may be an invisible fraction of blue left and so it may jog up 1 more point). With age however red can go down, usually things like speed and strength.
